Shimizu told the Daily that Vietnam should open tourist representative offices in Japan and take advantage of the internet as a promotional tool.

Vietnam also has to reach out to non-English speaking Japanese tourists when resorting to Internet promotions.

?It is useful for the domestic tour suppliers to understand Japanese tourists? hobbies and to remember that many Japanese cannot speak English, so Vietnam has to develop destinations and attract them,? Shimizu reckoned.

According to a survey carried out by JTB, potential tourism markets for Japanese clients are countries with convenient air services, many tourist attractions and world cultural heritages and historical relics.

For years, Japanese customers have prioritized shopping as their number one hobby when traveling abroad. But they are also interested in world cultural heritages and food, Shimizu said.

Vietnam is mapping out a strategy to attract Japanese clients as it is one of the most crucial visitor-generating markets for the tourist industry.

Accordingly, Vietnam?s tourism sector participates in tourism fairs in Japan annually, organizes tours to approach Japanese media agencies and enterprises as well as holding festivals on culture, food and tourism to promote its image there.

The Ministry of Culture, Sports and Tourism and Vietnamese Embassy in Tokyo are also jointly holding the 2011 Vietnam festival in Japan from September 15 to 20.

Shimizu also advised local travel agencies to develop two-way tourism by taking Vietnamese customers to Japan.

?Since the Japanese Government is making efforts to lure international visitors to the country, a good way to increase Japanese travelers is to take Vietnamese customers to Japan at the same time,? he explained.

Palestinian man killed in West Bank clash (AP)

QUSRA, West Bank ? Israeli soldiers shot dead a Palestinian man during a clash between West Bank villagers and Israeli settlers Friday, according to witness and military accounts. The shooting came amid heightened tensions over the Palestinians' bid to seek U.N. recognition of a state of Palestine.

There has been concern that the Palestinian recognition request, delivered by President Mahmoud Abbas to the United Nations on Friday, could trigger violence by Israeli settlers or Palestinian protesters.

The deadly clash near the West Bank village of Qusra was witnessed by an AP photographer, who said the confrontation began when Israeli settlers burned and uprooted trees in the area. The Israeli military said settlers and Palestinian villagers threw stones at each other, and confirmed that soldiers at some point started firing live rounds.

The military said soldiers opened fire after villagers threw rocks at them. The army said it was working with Palestinian security officials to investigate.

The victim was identified as Issam Badran, a 35-year-old laborer and father of seven, said a village resident, Mohammed Khalil.

Khalil said he and Badran were in the area of the clash when they heard gunshots and started running away. He said he heard Badran call out his name as they were running. "I turned around, and he had fallen," Khalil said outside the morgue of Nablus' Rafidiyeh Hospital, where the body had been taken. Medics said Badran was shot in the neck.

Earlier Friday, Palestinians calling for U.N. recognition clashed with Israeli soldiers in three other West Bank locations. The confrontations involved several dozen Palestinians in each area.

At Qalandiya, a major Israeli checkpoint between the West Bank and Jerusalem, Israeli troops fired tear gas to disperse Palestinian stone-throwers. The confrontations lasted several hours, and by late afternoon, and medics said some 70 Palestinians had been injured by rubber-coated steel pellets or suffered tear gas inhalation.

In the West Bank village of Nabi Saleh, demonstrators carried a chair painted in the U.N.'s signature blue to symbolize the quest for recognition. They burned Israeli flags and posters of President Barack Obama, and threw stones before being enveloped by tear gas fired by Israeli troops. Clashes were also reported in the nearby village of Bilin.

Motorists honking horns drove through the main street.

"I am waiting for the speech," said an unemployed man, Ahmed Tutanji, sipping coffee from a plastic cup. "I am waiting to see what happens. Will this be resolved or not? Will we have a state? We should have a state. We have been demanding this for years."

Full U.N. membership can only be bestowed by the U.N. Security Council, where Abbas' request will almost certainly be derailed ? either by a failure to win the needed nine votes in the 15-member body or by a U.S. veto if the necessary majority is obtained.

The Palestinians say they are seeking full U.N. membership to underscore their right to statehood, but have left open the option of a lesser alternative ? a non-member observer state. Such a status would be granted by the General Assembly, where the Palestinians enjoy broad support.

Siding with Israel, Obama has said a Palestinian state can only be established as a result of negotiations, and that there is no short-cut to independence.

Abbas has said negotiations remain his preference, but that he will not resume talks ? frozen since 2008 ? unless Israel agrees to the pre-1967 frontier as a baseline and freezes all settlement construction on occupied land. The Palestinian demands are widely backed by the international community, including the U.S., but Obama has been unable to persuade Israel's hardline prime minister, Benjamin Netanyahu, to agree to them.

Netanyahu says he wants to negotiate without preconditions and accuses the Palestinians of missing an opportunity for peace. Abbas says settlement expansion pre-empts the outcome of negotiations by creating facts on the ground.

Abbas enjoys broad popular support at home for his recognition bid, but his main political rival, the Islamic militant Hamas, opposes it. Hamas has ruled the Gaza Strip since seizing it from Abbas in a violent takeover in 2007.

Gaza's Hamas prime minister, Ismail Haniyeh, said Friday that Abbas was giving up Palestinian rights by seeking recognition for a state in the pre-1967 borders.

Hamas' founding charter calls for the destruction of Israel and a state in all of the territory between the Mediterranean and the Jordan River.

"The Palestinian people do not beg the world for a state, and the state can't be created through decisions and initiatives," Haniyeh said. "States liberate their land first and then the political body can be established."

Mr. Davis was convicted of the 1989 murder of Mr. MacPhail, a Savannah, Ga,. police officer.

For thousands around the world, Mr. Davis's death marked a grave injustice, given vexing questions and new doubts about his guilt.

But while many saw the execution as symbolic of a fallible justice system, and an immoral punishment, others found their faith in the system reaffirmed by an abundance of court and executive reviews that, time after time, let the verdict against Davis stand.

The Davis case is but one in a long series of death penalty cases that push individual states to debate the morality, legality, and efficacy of the death penalty.

This week alone, the US Supreme Court ordered stays for two men in Texas scheduled to be executed, while a third, Lawrence Brewer, was executed Wednesday night for the dragging death of James Byrd near Jasper, Texas, in 1998. Alabama has an execution scheduled Thursday.

Davis was convicted in 1991 for the shooting death of off-duty police officer MacPhail, who had come to the aid of a homeless man being beaten near a Savannah, Ga., Burger King. A jury of seven blacks and five whites found that Davis had shot a man earlier in the evening and used the same gun to fire into MacPhail's face and chest, killing the young father of two before he had a chance to draw his weapon.

The murder weapon was never found and defense lawyers cast doubt on a ballistics test that linked shell casings at the scene to casings found at another shooting for which Davis was convicted.

Since the verdict, seven of nine witnesses in the case changed or retracted their accounts, and new witnesses have pointed to the possibility that another man at the scene fired the weapon. But Federal District Court Judge William T. Moore said those new statements amounted to "smoke and mirrors" to obfuscate the original verdict.

On Tuesday, a Georgia clemency board, for the fourth time, declined Davis's request to commute the sentence to life in prison. The Georgia board has commuted three other death row sentences in the last decade.

President Obama, through his press secretary, said he had no jurisdiction to intervene in a state court matter, although experts say executive power under the Constitution includes the power to commute sentences.

Police: Trucker killed 3 prostitutes across South

Long-haul trucker John Boyer's gray beard and round face give him a grandfatherly appearance, but when he opens his mouth, he seethes with anger toward women. This hatred had murderous results, authorities said, as he picked up prostitutes around the Southeast, killed them and dumped their bodies near interstate highways. He's accused of at least three slayings and is suspected in a fourth.

Boyer has pleaded guilty to killing a woman in North Carolina and faces murder charges in slayings in Tennessee and South Carolina. His most recent confession came last month. The similarities of the cases and the apparent lack of remorse from Boyer have investigators encouraging their counterparts along highways around the Southeast to review unsolved killings and missing person files. Even his own attorney in the North Carolina case felt uneasy around him and wondered what else he might have done.

"I think there are a lot more. There's no telling. This guy traveled all over the country. Hopefully we'll get more of these cases solved through DNA," said detective Scott Smith of the Hickman County, Tenn., sheriff's office.

In the case Smith investigated, Boyer picked up 25-year-old prostitute Jennifer Smith in April 2005 and brought her to an abandoned parking lot just off Interstate 40. The two argued over money, and Boyer strangled the victim with the seat belt of his truck, dumped her body from the cab, and drove off, the detective said.

Her body was found in 2005 by a highway worker, but it took two years for investigators to match DNA found on her body to a sample Boyer gave after pleading guilty in North Carolina. Boyer confessed to the killing after investigators cornered him with the evidence, but he also went on a tirade against women, said Smith, who's not related to the victim.

The investigator was chilled by the hatred toward women from a man who had never been married and lived with his mother near Augusta, Ga. A woman who answered the phone Friday at a listing for Boyer's mother denied knowing him.

Darlington County, S.C., Sheriff's Capt. Andy Locklair immediately got the same impression when he stepped into an interview room to question Boyer about a killing in that state. The first thing Boyer said to him was: "What b---- are you here about?"

Locklair confronted Boyer earlier this month about the death of 34-year-old Michelle Haggadone. Her body was found in April 2000 beneath pine straw at a parking area on Interstate 20 near Florence, about 30 miles from the truck stop where Boyer had picked her up.

Boyer immediately denied killing Haggadone, lashing out at Locklair and an investigator with him.

"He said he had slept with a lot of prostitutes and a lot of them were detectives' daughters or prosecutors' daughters," Locklair said. "He just tried to get the upper hand from the start."

The captain added: "I'm not a behavior science expert, but he has some deep, deep issues with women."

Haggadone was strangled with a wire or cord after the two argued over the price of her services, authorities said. Her body went unidentified for a decade, until a DNA sample from a relatives matched a sample from her body.

Investigators had no DNA evidence to go on, but Locklair and another investigator realized several aspects of the crime, like what the victim was doing and where and how she was killed, matched the earlier slayings linked to Boyer. Without physical evidence to back him into a corner, Locklair decided he would try to draw a confession by gaining Boyer's trust. He told Boyer about his father, who also was a truck driver, then started trapping him in his lies.

Locklair's case and the one in Tennessee will take some time to resolve. Boyer will be taken to Tennessee to face a first-degree murder charge after his North Carolina sentence ends. He is going to face a murder charge in South Carolina, but Locklair isn't sure when he might end up in court because of the other two cases.

Boyer is serving a sentence of up to 12 years in a North Carolina prison after pleading guilty in 2007 to second-degree murder for killing Scarlett Wood in Wilmington four years earlier. Boyer said he was doing drugs with the 31-year-old prostitute when they had an argument, he pushed her, and she struck her head on furniture, authorities said. But an autopsy found Wood suffered broken ribs and facial bones, and her pelvic bones showed signs of a stabbing.

Boyer had been interviewed when Wood was still considered a missing person case because the two had been seen together at a party the night she disappeared. Authorities said detectives later got incriminating statements from Boyer when the case became a homicide investigation.

Boyer's attorney in the North Carolina case said he felt uneasy around his client.

"It wouldn't surprise me if there's other stuff out there," said H. Lawrence Shotwell. "I have absolutely nothing other than a gut instinct on that."

Boyer is a prime suspect in the death of 26-year-old Rose Marie Mallette, who was reported missing in 2001, said New Hanover County Sheriff's Det. Ken Murphy, a cold case investigator in Wilmington. The reported prostitute's remains were found wrapped in a blanket in an industrial area of the city a year later, the back of her skull crushed.

Boyer also seemed to target women who were especially small. For instance, Haggadone's family said she likely weighed less than 100 pounds when she was killed, while Boyer was 5-foot-7 and 293 pounds when he entered the North Carolina prison system in 2007.

Locklair said Boyer could be responsible for several more deaths because of his transient life as a trucker and his short temper when women disagree with him, a suspicion shared by a woman who searches for missing people.

Monica Caison, founder of Community United Effort Center for Missing Persons in Wilmington, said investigators need to look at three cases where women disappeared over five months in 1995 in Brunswick County, N.C., just west of Wilmington.

"We have a lot of unsolved missing persons in the general area where Mr. Boyer was known to frequent, live, and be. So, to me that alone warrants a second look," Caison said.

At least two of the unsolved cases involve woman who were small and slightly built, like Boyer's other alleged victims.

Cold case investigators in the area are aware of Caison's concerns and are checking their files for any links to Boyer.

Haggadone's family came back to South Carolina last week as authorities announced her identification and Boyer's confession. Her sister, Tuesday Miller, said she felt a cold presence when she went to the lonely parking area where she died.

"I am very overwhelmed. There are other people going through this same exact thing by this same exact guy," Miller said. "That's just sick. He's just evil."

WASHINGTON ? The economy needs to be fixed. On this, Democrats and Republicans agree. They part ways over how to do it and, specifically, what role the federal government should play.

"Ultimately," President Barack Obama tells Congress, "our recovery will be driven not by Washington, but by our businesses and our workers. But we can help." His argument that government has a responsibility to do so probably doesn't sit well with an America that's down on Washington.

Texas Gov. Rick Perry, former Massachusetts Gov. Mitt Romney and other Republicans competing for his job take a different tack as they court a tea party-infused GOP electorate: The economy will thrive, they say, if Washington simply gets out of the way. As Perry puts it: "Smaller government, less spending, fewer regulations."

At the heart of the 2012 presidential race is an issue as old as the country itself. Is it the federal government's responsibility to address what ails the nation, in this case the economy? And if so, to what degree? What is the right balance?

History tells us that, try as we might, we may never answer those questions; we've been debating them ever since the Jeffersonians and the Federalists squabbled over states' rights vs. a strong central government. In the end, the Constitution assigned certain powers to the federal government while reserving others to states.

But the tension in America between the purely local and a far-off central government has never gone away. Nor, perhaps, should it in an ever-evolving democracy.

These days, Republicans argue for a limited government, claiming that lower taxes and less regulation will encourage job creation. Democrats advocate a more robust government, one that provides more services, pours more money into the economy and, in Obama's case, raises taxes on the nation's highest earners.

"We've been in this pattern for decades. These are the terms of our politics probably for the next generation, too," said Charles Kesler, who teaches government at Claremont McKenna College and edited "Saving the Revolution: The Federalist Papers and the American Founding."

Given the scripts, the question that ultimately determines who wins the presidency might be this: What do Americans want from their government?

For many, the answer is difficult to articulate.

Larry Parkin, a conservative who hosts a discussion group on the Federalist Papers with the South Pinellas 9.12 Patriots in St. Petersburg, Fla., just started collecting Social Security, which he calls a contract with the government. The 65-year-old Coast Guard retiree expects the country to secure the borders and protect the nation. Beyond that, he says: "I expect them to be less intrusive than they are. I expect them to have a limited role."

But he struggles to identify exactly where the line between too much and too little government lies.

Ask Ashley Stilos, a liberal in Fayettville, Ark., the same question and she says one of the government's roles is to take care of its people, adding: "Every individual should have the right to pursue happiness from an equal fighting ground, and that's not the way it is in society."

Is it the government's job to make that playing field level? The 27-year-old university loan specialist says: "They have the power to make it more equal, and it's their responsibility to do that."

Americans' views of government have shifted in recent years, according to an analysis of Associated Press exit polls.

In 1992, more than half of voters thought government was doing too many things better left to businesses and individuals. But by 2008, a majority, for the first time, wanted government to do more to solve the nation's problems.

That didn't last long after Obama took office. In quick fashion, he signed into law an economic stimulus plan and a health care system overhaul while presiding over the second installment of Wall Street bailout money.

By 2010, 56 percent of voters were back to saying that government was overreaching, while just 38 percent said government should be more active. It was the most government wary view among independents that the exit poll has recorded, with 65 percent saying government should do less, while 28 percent said it should do more.

Nowadays, people across the political spectrum seem to want very little from Washington.

A CNN/Opinion Research Corporation poll in June found that 63 percent of people think the government is doing too much, while 33 percent want it to do more. And the sentiments of independents, who typically decide close elections, generally mirrored Americans at large.

But all that could change quickly, especially if these tough times persist, with 9.1 percent unemployment, rampant foreclosures and fear of back-to-back recessions.

Against this backdrop, Obama is seeking re-election. And a 24-hour span last week showed the vastly different type of leader ? and view of government ? the nation will get if they choose a Republican over him.

No sooner did eight Republicans take the debate stage at the Ronald Reagan Presidential Library in Simi Valley, Calif., than did they rail against the federal government requiring states to act a certain way, lambast Washington overreach, and argue that fewer regulations and lower taxes would compel businesses to hire again.

"They're looking for a president that will say we're going to lower the tax burden on you and we're going to lower the regulation impact on you, and free them to do what they do best: create jobs," said Perry, who has staked his candidacy on a promise to make the federal government as inconsequential as possible to people's lives.

He and the others were posturing before a GOP electorate shaped by the tea party, whose existence can be attributed in part to a disgust by citizens over the growth of government ? and federal spending ? under George W. Bush, a Republican, and Obama, a Democrat.

"I believe in a lot of what the tea party believes in," Romney said. "The tea party believes that government's too big, taxing too much, and that we ought to get to the work of getting Americans to work."

Minnesota Rep. Michele Bachmann said Washington needs to stay out of education and health issues, claiming: "We have the best results when we have the private sector and when we have the family involved. We have the worst results when the federal government gets involved." And Texas Rep. Ron Paul opposes the federal government from having any role that isn't explicitly laid out in the Constitution.

One night later, Obama pressed Congress to immediately pass a $450 billion plan to create jobs and jolt the economy, arguing that government was at least partly responsible for fixing it, helping Americans who are hurting and upgrading the nation's crumbling roads, bridges and schools.

"This task of making America more competitive for the long haul, that's a job for all of us," he said, adding: "For government and for private companies. For states and for local communities ? and for every American citizen."

He countered the pitch from conservatives and the tea party that heavily cutting government spending and eliminating a chunk of government regulations is the best solution to the economic woes, saying: "This larger notion that the only thing we can do to restore prosperity is just dismantle government, refund everybody's money, and let everyone write their own rules, and tell everyone they're on their own ? that's not who we are. That's not the story of America."

And he reached back to history to try to prove his point.

Obama argued that its workers and entrepreneurs made America's economy great, the envy of the world. But he also noted that government was responsible for the Transcontinental Railroad, the National Academy of Sciences, the first land grant colleges, the G.I. Bill, the nation's highway and air systems, the public school system, research that led to the Internet and the computer chip.

Americans will hear these competing visions of government for the next 14 months before casting a vote that will offer a glimpse into Americans views of the scope of government ? a temporary clarity at best as the debate as old as our founding rages on.

Mexican mayor to stay, despite casino probe (AP)

MONTERREY, Mexico ? The mayor of a northern Mexican city says he will remain in office despite his political party's request that he step down during a casino corruption probe involving his brother.

Monterrey Mayor Fernando Larrazabal says videotapes showing his brother Jonah taking wads of cash in a casino days before an arson attack killed 52 people in another gaming hall were leaked to discredit him for cracking down on casinos.

Jonah Larrazabal has said he was selling cheese.

The mayor announced his decision Saturday after consulting with his cabinet, business leaders and constituents.

Mexico's ruling National Action Party asked Larrazabal to leave his post during the casino investigation.

Ken Blackwell: Andrew Sullivan's Atlantic Error

In liberals' frenzy to elect Barack Obama in 2008, no one was quite as far out to sea as Andrew Sullivan, a respected columnist for the Atlantic website. He served up his "Daily Dish" by the plateful. Here's perhaps the hottest example of his rhetoric -- quoted endlessly around the blogosphere -- back then:

A young Pakistani Muslim is watching television and sees that this man -- Barack Hussein Obama -- is the new face of America. In one simple image, America's soft power has been ratcheted up not a notch, but a logarithm. A brown-skinned man whose father was an African, who grew up in Indonesia and Hawaii, who attended a majority-Muslim school as a boy, is now the alleged enemy. If you wanted the crudest but most effective weapon against the demonization of America that fuels Islamist ideology, Obama's face gets close. It proves them wrong about what America is in ways no words can.

I wish we could find that young Pakistani today. It would be most interesting to have him chat up Andrew Sullivan on the sea change in his country's attitudes toward America's most effective weapon in international relations, a President Barack Obama.

Last year, the Pew Research Center's Global Attitudes Project showed that Pakistan's attitude toward the U.S. seemed to worsen the more foreign aid we sent to them. In 2010, American aid topped $1.33 billion, but then only 17% of Pakistanis held a favorable view of America.

That was, of course, before we found Osama bin Laden comfortably ensconced just outside the gates of Pakistan's military academy. And no one in all of Pakistan had a clue he was there.

This year, after Mr. Obama brought bin Laden to justice -- quite rightly in my view -- and literally deep-sixed the remains in the Indian Ocean, the Pew Researchers last week reported that America is approved of by just 12% of Pakistanis. Haven't they been watching their televisions? It would be hard to avoid Mr. Obama's handsome image on the tube.

But it's not just Pakistan where America's image is taking a beating. Recall Great Britain.
In 2000, 80% of Britons approved the U.S. Today, Pew tells us, just 61% do. Maybe Mr. Obama should ask for Sir Winston's bust back. Thousands turned out in 2008 in Berlin to cheer wildly for Sen. Obama. In 2000, 78% of Germans liked the U.S.; today, only 62% approve. In strategic Turkey, 52% of this NATO partner's people approved America in 2000; today, that level has fallen precipitously to 10%. This is doubtless a reflection of the ongoing radicalization of this once reliable U.S. ally.

Even in Indonesia, where Mr. Obama spent part of his boyhood, the U.S. support has declined from 75% to 64%. And in Kenya, where Barack Obama has family ties, backing of the United States has fallen off from 94% to 83%.

Russia, interestingly, is more supportive of the U.S. today than it was in 2000. That may be because President Bill Clinton was bombing Russia's Slavic ally, Serbia, in 1999, and today we are paying for the modernization of Russia's obsolete nuclear stockpile. Russians probably also appreciated the fact that when the Obama administration caught ten Russian spies here, we sent them home on the next first class flight and didn't even let TSA manhandle them.

Liberals made much of the supposed unpopularity of the United States in the world community and blamed President George W. Bush for that. They claimed that Bush's "Texas swagger," his "I'm the decider" comments, and his Bush Doctrine were to blame for a negative U.S. image in the world.

Just give us President Obama and the sun will come up tomorrow, bet your bottom dollar.

They got that bottom dollar part right. We gave billions in foreign aid in the only shovel-ready projects this administration could find. Obama is giving our money to the UN Fund for Population Affairs and to International Planned Parenthood. These outfits are heavily implicated in forced abortion and compulsory sterilizations in the Third World.

Mr. Obama has bowed to desert despots and apologized the world over for American Exceptionalism, and yet we still see America's image abroad suffering. Take Mexico, whose president was applauded by liberals as he attacked Arizona rhetorically from the well of the U.S. House of Representatives, we've gone from 68% approval to just 52%.

It's late in the president's term to learn this, but it is better to be respected than to be loved. In doing nothing to gain their respect, we find we are not loved either.

Liberals were horrified by Ronald Reagan, but his unabashed love for America's unique position in the world, his standing firm with great U.S. allies, like Britain, Israel, and Canada, his emphasis on American strength and resolve, all managed to make us respected and admired in the world. When the Berlin Wall finally came down, they all ran toward Reagan's shining city on a hill.

It's not too late. Mr. Obama can work to repair our relations with Britain, Canada, and Israel. He can pursue America's enemies, as he successfully did with Osama bin Laden, and he can once again raise the banner of American Exceptionalism. The world needs our leadership.
